In recent years, global temperature is rising gradually, and extreme climate often happens, which causes flood disasters frequently. In China, there are many problems in dams, such as disrepair and mismanagement, and the formidable levees also exist the problems of poor quality and lower design flood control standard; There are certain risk for dam and levees burst. Many domestic and foreign scholars have been researching in dam and dike outburst risk analysis and flood evaluation subject. The work in this paper is supported by a grant from the National Basic Research Program of China (Project No. 2007CB714107). Using ArcEngine (AE) development kits of ESRI, design and implement the two dimensional GIS functions in dam dike outburst disaster assessment and risk analysis system.Based on the predecessor¡¯s research foundation, the major aspects of research in this paper are as follows: First, based on AE, using Microsoft¡¯s new generation graphics system WPF system platform, designs and implements system of GIS function modules which overcome shortages of the most current GIS platform. Second, analyzes the problems and difficulties of the 2D flood dynamic evolution base on GIS and two-dimensional shallow water equations and modeling, and solves the 2D hydrodynamic model results data conversion problem, and realizes the 2D flood dynamic evolution. Third, this paper researches and implements the GIS based functions such as information query, feature point water depth velocity process query, thematic map and flood risk map drawing, which are used for risk analysis, flooding assessment system module providing analysis, query, display platform and for different model calculation results dynamically link to vector divssed make corresponding special charts. Fourth, based on two-dimensional water dynamics model calculated results, generating the risk of flood mapping, can be as an important decision-making basis for flood-control and rescue for the flood control departments at all levels.At last, based on two-dimensional flood of evolution of dynamic display and flood risk mapping, population economic data and flood control zone, rescue point data etc in the flood submerged area , using network analysis function, realizes the shortest path and optimal path analysis,which provides decision-making support to flood control department for citizens evacuation and rescue.This system gets demonstration applications in Jingjiang flood diversion area, ZhangHe reservoir area, Foshan chancheng area. In this paper, the Jingjiang flood diversion area is used as the application example. Under a certain hydrological conditions, Implementting water diversion, the GIS platform in the system is verified to be practial and effective.
