Ecological compensation is an environmental economics instrument for internalization of external cost. Ecological compensation of river basin is intend to protect resources and environment by charging/compensating the damage/protection behavior. In this way the expense/benefit of the damage/protection behavior will be enlarged/reduced and the behavior subject will reduce/improve the external diseconomy/external economy. Present research are mainly focused on the analysis of theory, mechanism and policy, meanwhile the research on ecological compensation standard is relatively less reported. Ecological compensation standard is not only an important content for establishing ecological compensation mechanism of river basin, but also a key component for the implementation of ecological compensation. So the research on standard method has important value.In order to meet the practical requirement of the water resources management and water pollution control, this study employs theoretical analysis, numerical model and pilot survey to establish the ecological compensation standard method on dondition that pollutant gross amount is controlled and water quality of the river reaches the standard. Then the ecological compensation standard of river basin is anylized from a policy perspective. Results of this research can provide theoretical and technical support for the improvement of water resources and water environment management in China.Main contents of this study include:(1) calculation method of compensation amount; (2) numerical model of environment impact relationship; (3) numerical model of ecological compensation standard; (4) application of ecological compensation standard model; (5) policy analysis of ecological compensation standard.This research employs water quality model to describe the spatial impact of pollutant discharge and water resources protection among upstream and downstream regions of a river. Meanwhile the environmental economics method is applied to quantify the water pollution loss and water resources protection cost. Then the environmental hydraulics method and environmental economics mothod are combined to establish the ecological compensation standard model. The model proposed in this research can flexibly and objectively describe the environmental and economic relationship of the ecological compensation, so it is helpful to provide support for the establishment of ecological compensation mechanism in China.The compensation standard models of water pollution economic loss and water resources protection proposed in this study still need further improvement in the aspects of method and application. Firstly, the simulation model of water pollution economic loss is still under research period, so the accuracy of the calculation result is difficult to estimate. This will affect the acceptance of the calculation result for the management institution. Secondly, this study takes only one pollutant indicator COD as calculation index of water quality model. But the environment impact of water pollution or water resources protection is a result of the integrated effects of different pollutants, so the comprehensive influence of different pollutants still needs further study. In order to provide more effective support for management, the compensation standard model needs further in-depth research in theory and method, at the same time more application in different regions can improve effectiveness of the model.
