Along with network technology development, power management in office and building are become intelligent and network. This paper aims at shortcomings of the traditional electric meter system such as the weak antijamming capability, the measurement not to be precise, wasting time for man to copy the data, the single-function and so on. A three-phase electricity acquisition system which based on the Ethernet is presented. By using a CS5460A to electric gathering and adopting an AT89S53 to data processing, it can transmit real-time measured values of various electric quantities from SPI. By using Ethernet controller ENC28J60, it can realize Ethernet communication and power centralized management on upper computer.This system uses the electronic chips to substitute the traditional mechanism impulse meter, combines the electricity characteristic, increases the measuring accuracy, causes the electric quantity statistics to be more precise. The network module calculates the output pulse of electric meter and transmits to computer by Ethernet, it can make the transmission distance more farther. Data are stored in the data-base, the upper computer may produce a report and print it out. it can realize energy metering, charges management and process management. By using the Ethernet, it not only reduce the cost and make the construction easily, but also share the data in LAN.At first, this paper gives a simple summarization of development and technique characteristics of electric meter. Secondly, it introduces the hardware circuit and software design, Besides, it also analyses the TCP/IP protocol which is the important gist to realize communication by Ethernet, and introduces the method to realize the link layer, network layer, transport layer, application layer, in addition, it condenses the TCP/IP protocol. In the last chapter, it simple introduces the manage software in upper computer.
