Abstract:
Water conservancy modernization is an important part of the national modernization, water conservancy informatization is the basis and symbol of water conservancy modernization, it is also an important part of the national informatization construction. In recent years, the implementation of "Jinshui project" has improved national emergency capacity of flood control and drought relief, promoted water conservancy modernization relying on water conservancy informatization.Many provinces and cities also attach great importance to the construction of water conservancy informatization.Advanced technologies have been applied to the field of the practial water conservancy management and achieved significant benefits. From the status of county water conservancy informationization, the construction falls far behind the national and provincial level and development lags backward.There is large application demand for informatization construction on county level,for example, application of informational management on rural water conservancy project in flood control and drought relief research of informatization support based on flood control scheduling schemes. But the current research and application is relatively less. Therefore, it is necessary to study and develop the county flood control and support information system.This paper study the flood scheduling schemes in Jiangsu Lixiahe area, with years practice of flood control work in Xinghua city,analyzing needs for flood control support informationization,studying the processing methods of basic data required to support the development of the system. With the use of Access database and AutoCAD graphic processing software and its secondary development, realize functions of flood control support informationization system, developing pratical and convenient flood control support informationization system.The system can manage the information such as polder embankment, sluice and pumping station, river and flood control security effectively, provide information support for flood control scheduling schemes.Based on the technical demand for realizing county flood control scheduling schemes in Jiangsu Lixiahe area,this paper systematically studies some technologies in software development such as the accuracy treatment of water engineering location information acquisition, basic text graphics processing, inquery of hydraulic structures, the form, data statistics, multi-base separation, the system menu, display dialog box of Submerged dikes and CAD graphics display,CAD database connection technology and its application in flood dispatching schemes,the implementation can be applied to county flood control work efficiently.
